The Produce Professional is Thomas A. Leming, the
31-year veteran of the produce industry’s PACA
Branch of the USDA. His experience - in serving in
all regions of the country during his career- and
depth of knowledge of how the PACA and UCC apply
to produce contracts and their enforcement, are
unparalleled.
For the past 20 years, Mr. Leming served as head of
PACA’s Dispute Resolution Section. His primary
focus was on the resolution of trade disputes
through the PACA formal adjudicatory process. He is
intimately familiar with the steps and proof
necessary to prevail in PACA cases, and performed
the review and approval of every PACA formal
decision issued during those years. As a result, he
knows that being right isn’t enough—you have to
prove your case.
Mr. Leming also served on the NAFTA sub-
committee that established the DRC, and has written
several arbitral decisions under the DRC.
